Knowles actually criticiszed the practice of taking the money not spending too much: "It was quite the little scandal," said Tony Knowles, the Democratic governor from 1994 to 2000. "I gave a direction to all my commissioners if they were ever in their house, whether it was Juneau or elsewhere, they were not to get a per diem because, clearly, it is and it looks like a scam -- you pay yourself to live at home," he said.

Per diem is NOT just for traveling expenses. It is an allowance for each day you are away from your duty station. PER DIEM literally means per day. Those of us who have actually recieved per diem pay KNOW this is a non-issue.

Exactly. Per diem is intended to be compensation for the extra expense of traveling; room rental, restaurant meals, mileage. It's not intended to cover normal daily expenses. Palin was "at home" when she claimed it. She wasn't traveling. She abused the privilege.

Technically, yes. What she's doing probably isn't unlawful.

As a matter of fact, though, she's no more traveling, and thus eligible for the per diem, than other government workers who live the same distance or farther from their normal workplace. She's taking unfair advantage of the multiple offices available to the governor.
