Nothing is ever cut and dried. Fact is, HIMARS is a tactical weapon, not strategic, with a range of about 200 miles. It's an awesome defensive weapon. What Ukraine can effectively hit with them would be military bases, supplies and staging areas for troops. It DOES extend their tactical range.
Ukraine has already been hitting strategic targets way beyond HIMARS range with domestically-produced drones.
The only effective word in play here is "American-made". The conjecture on its limitations is that Ukraine can use it in Kursk. They can already use it in Ukraine. They would need a different weapon to strike deeper into Russia.
The Russians are crying like babies as usual. They've got American politics down pat. Whatever they do is okay, but everyone else has separate rules. HIMARS is an escalation but 10k N Korean troops aren't
