Not only that, there's a definite lack of blood, and the portion of the arm that was torn off is sticking out the other side of the mouth, with no teeth marks in the portion still IN the mouth. :)

My parents used to live on a canal in Punta Gorda, saw a few gators (very small) in there. The ones (two, all told) we saw were actually pretty friendly (by gator standards, I mean, they weren't rolling over and letting us scratch their bellies or anything), probably from people in the canal feeding them, unfortunately.

It was probably some kind of freak show entertainer who puts their limbs inside the croc's mouth for the enjoyment of an audience. I've seen a video clip of an Asian doing this exact thing and getting his hand snapped off.

It *might* not be.. but, look closely at it.. There's just too much missing...unless they moved the croc, and repositioned the arm in his mouth for photo purposes?
