Context is everything. But having said that, it's a policy that's probably past its use-by date and probably not very useful any longer. I think western societies have become more sophisticated than when it was advanced as a useful policy. I would prefer a concentration on equality of opportunity over equality of outcomes and public policy should (and I would say this wouldn't I?) focus on provisions of opportunity.
