"Meet with" does not equate to "negotiation of a dispute between the US and a foreign government". Off the top of my head, I don't recall Jimmy Carter nor Nancy Pelosi being prosecuted.

On a side note, I find "communicating with" troublesome. I don't care what my job is, I'll talk to whoever I damned well please.
