They're already taxable but if he thinks he's going to balance the budget from tip taxes he's not that smart.

They can't expose themselves for the liars they are often enough for me.

Sorry. Always been taxable or not, this just makes the IRS look more petty and pathetic than it already does. The high and mighty, second to none, US Federal government resorting to stealing dollar bills out of waitress's coin purses :rolleyes:
