Given the track records of each side, I would say the Russians are the ones who could care less. This would be one area of any war I would think nuclear plants should be abandoned to outside agencies by BOTH sides.

I sure as Hell wouldn't want to be part of an artillery duel over a nuclear plant, regardless who started the damned war or why it was being shot at.
