Maybe in not the way some may think, but the same nonetheless.
He intentionally shot in the manner that was unsafe and outside of normal protocol.
I read an article a few days back with George Clooney speaking about it. I can't stand him but he makes a lot of sense, coming from an actor that deals with the same at times.
I think someone is going to be charged here, likely with involuntary manslaughter of some level, and likely that will be Baldwin, IMO.

Alec Baldwin ‘intentionally’ fired deadly shot on ‘Rust’ film set, script supervisor claims in suit
Alec Baldwin “intentionally” fired a gun toward cinematographer Halyna Hutchins on the “Rust” movie set, disregarding set protocol in the deadly shooting, according to a new lawsuit filed Wednesday.
“I saw Alec going through his movement with the gun for the camera,” said Mamie Mitchell, the script supervisor on set who called 911 when Baldwin shot and killed Hutchins and injured director Joel Souza on Oct. 21.
“I was holding my script in my left hand and had taken out my iPhone and opened up my photos to check the continuity on his shirt and vest.,” she said. “Then an explosion. Deafening loud gunshot.”
“I was stunned. I heard someone moaning and I turned around and my director was falling backwards and holding his upper body and I turned around toward Alec and saw Halyna going down to the left of me.”
In the suit, Mitchell claimed, “Alec Baldwin intentionally, without just cause or excuse, cocked and fired and loaded gun even though the upcoming scene to be filmed did not call for the cocking and firing of a firearm.”
She also said every safety protocol designed to ensure safety with a firearm on set was ignored, such as the presence of live ammunition on set, and that “actions that were taken” that day “were against all industry norms.”

George Clooney has ripped Alec Baldwin’s deadly shooting of the “Rust” cinematographer as “infuriating” and “insane” — insisting the star and his crew appeared to ignore decades-old safety rules used on every other set.
The veteran Hollywood star told Marc Maron’s “WTF” podcast that the death of 42-year-old cinematographer Halyna Hutchins was clearly the result of “a lot of stupid mistakes.”
“Maybe they weren’t even using that gun to do target practice, but they had live ammo with dummies,” Clooney raged of “all this s–t we’ve been seeing with all the Alec Baldwin stuff.”
“And that is insane. It’s insane. It’s infuriating,” insisted Clooney.
The “Ocean’s Eleven” star said that despite having “been on sets for 40 years,” he has never heard of some of the apparent safety measures Baldwin’s Western had used on the deadly set.
“First of all, I’ve never heard the term ‘cold gun,'” he said of the doomed safe word that Baldwin believed meant the Colt .45 he fired would not have live bullets.
“I’ve never heard that term. Literally, they’re just talking about stuff I’ve never heard of. It’s just infuriating,” he said.
Clooney, 60, also insisted that even after getting the all clear, every actor then takes additional steps to personally ensure the weapon is not loaded before they actually fire on set.
“Every single time I’m handed a gun on a set — every time — they hand me a gun, I look at it, I open it, I show it to the person I’m pointing it to, we show it to the crew,” he told Maron.
“Everyone does it. Everybody knows,” he said.
