I recently rented a 2018 Suzuki Alto with a 5-speed standard shift with air conditioning when I was in Nicaragua. I told the Avis agency that I wanted the cheapest car they had for two reasons:
1) I refused LDW (loss damage waiver)
2) I didn't want to be a carjacking/kidnapping target
They told me that car had a replacement cost of USD 5,500 .
Stop and think about that: A serviceable, late model car for $5,500 .
You can't buy one these cars in Central America and get it into the USA because of import restrictions. It shouldn't be that way.
