I'm a bit conflicted on this. On the one hand it's quashing those who can excel but on the other hand parents will do what parents will do.

A country's future is determined by the abilities of the top 10% of its children. An elitist idea maybe, but true. Dems like DeBlasio want the top 10% to go away.
