In addition to Boko Haram, Twitter basically allows almost anything (so long as not republican and/or opposing liberal viewpoints)
Louis Farrakhan - self explanatory, I hope.
O.J. Simpson - He's not exactly on there "My first obligation is to my young children, who will be raised the way that Nicole and I had always planned. ... But when things have settled a bit, I will pursue as my primary goal in life the killer or killers who slaughtered Nicole and Mr. Goldman. They are out there somewhere. Whatever it takes to identify them and bring them in, I will provide somehow.

Antifa - this is just a couple I quickly grabbed. The thing that is only an ideology, has endless shoot offs running under their banner, literally. They created physical groups in cities all over the nation. They use these accounts and gather tons of friends, and then they will plan activities and protests easily in one spot. They go and mass protest, and it was like 50/50 as to whether that evenings events turned violent.
And Twitter hasn't stopped them from using their service as a planning tool for violence. Then they all show up prepared and with the proper protection and weapons.

That's just a few things to mention to get the point across. Now multiply that by about 254,829 for a somewhat total. Very rarely if ever do they properly manage the site. Getting rid of the REAL bad eggs and keeping people that didn't earn it outside of their freedom of speech. The site just outright sucks IMO.

Nigerian Congressman Accuses Twitter of Promoting Boko Haram
A member of Nigeria’s House of Representatives, Yunusa Ahmad Abubakar, alleged on Wednesday that Nigeria banned Twitter last week in part because the jihadist organization Boko Haram “have been allowed to be tweeting.”
“My constituents have suffered defects of this Boko Haram and they have been using that Twitter. In fact, that banning should have come much much earlier. So to me, my constituents have a relief now [sic],” Abubakar, who represents the Yamaltu/Deba constituency of eastern Nigeria’s Gombe state, told Nigeria’s Channels TV during an on-camera interview on June 9.
“Yunusa … claimed that Twitter was escalating the Boko Haram insurgency [in Nigeria]” during his interview, according to the Lagos-based newspaper Politics Nigeria. “[W]hen the interviewer asked why he said so, the honourable house member replied: ‘They have been allowed to be tweeting … the insurgents … They have been allowed to be tweeting [sic].'”
Boko Haram is a jihadist terror group based in northeastern Nigeria. The group has waged an Islamist insurgency across northern Nigeria and the neighboring states of Niger, Chad, and Cameroon since 2009, killing tens of thousands of people and displacing at least 2.3 million more. Nigeria’s federal government has failed to contain a growing threat from Boko Haram in recent months, which culminated in the terror group seizing 50 villages surrounding Nigeria’s centrally-located national capital, Abuja, in late April.
