Looks like the "earlier" versions are from 2008 mostly. So mainly these videos are about 12 years apart. And admittedly, Biden isn't completely lost 100% of the time, but gets lost if he's set off topic of his likely pre-written discussions.
A man as displayed in this video should not be president, no way no how. It is what it is, love him or hate him.
This is kind of sad actually. But this type of decline happens to many folks getting around his age. Some are more sharp than others, but Joe doesn't seem to be on that end of the spectrum.
