Actually she didn't seem to have kids with her or let them play on the equipment. It seems more like she ignored closed area tape and the police:

Now I feel that the arrested parents for letting their kids walk around the block or to the store are nonsensical, but not sure what to make of someone allowed in the park, just not in certain closed off areas? Sometimes it could be for maintenance and such. The City if responsible for safe use and areas.
