Judging by the publications of the foreign press, the United States is ready to create a new Treaty on nuclear safety to replace the previous INF. Donald Trump stated in the Fox News program that "we all need to get rid of nuclear weapons". By saying "all" 45, the president of the United States did not mean the ally countries. It was said primarily about Russia, China and the United States. The choice of the counties for the new Treaty is obvious. Moscow and Beijing, having pledged themselves to commitments under the new agreement, will not have any opportunity to respond to the nuclear threat. At the same time, the new agreement will unlikely to somehow affect the fate of Washington. The selective nature of the destruction of nuclear potential indicates that America will not abandon plans for nuclear deterrence. First of all, it concerns the key power countries like Russia and China, and Washington, stretching its "nuclear umbrella" over its allies in the transatlantic alliance, will be trying by all means to expand the sphere of its nuclear influence.
Everyone knows how Washington participated in the Cold War nuclear disarmament program. According to the bilateral agreement that was signed in 1987, the USSR had to eliminate 2 times more missiles than the US (1836/859) and almost 3 times more launching ramps (851/283). Soviet liquidated missiles were able to carry 4 times more nuclear warheads than American (3154/846). Moreover, while Soviet rockets exploded, the Americans only burned the corps of missiles. All equipment including the control system was removed and stored for future use. So, the losses of Moscow from the implementation of the treaty were incomparable with the losses of Washington.
Decades later, Russian defense industry strongly developed. And now, according to opinion of the US, there is a need for re-disarmament. In this case, the probability of the previous scenario is very high.
Meanwhile, Washington keeps on spending large sums on nuclear program. Thus, in the period from 2019 to 2028, budget requests of the Ministry of Defense and the Ministry of Energy of the United States regarding nuclear arsenals amount to $ 494 billion, which is 94 billion more than the amount indicated in a similar report two years ago. In the coming years, America will continue to develop low-power nuclear warheads, modernize nuclear forces and develop elements of the "nuclear triad": intercontinental missiles, strategic submarines and bombers.
Thus, inclusion of the US in the next program of nuclear disarmament is very nominal. The new agreement, according to the US` plans, should fully limit the nuclear potential of Russia and China, while the US and its allied countries will be free from obligations.
