Shelby: 'Agreement in Principle' Reached on Border Security
Republican Senator Richard Shelby, one of the congressional negotiators working on border security funding, said late on Monday that an "agreement in principle" had been reached.
Speaking to reporters after a meeting of negotiators, Shelby did not give an outline of the deal but said staff members will work out the details.
U.S. Democratic Rep. Nita Lowey said staff could work out details of the deal by Wednesday.

I see very good news for the type of barriers that were compromised on, but the amount allocated, which appears to be $1.375 billion falls far short for now. But perhaps the time it will take to build, they can somehow get more money by then. I suppose it's better than shutting down the government. For now, get the building going and work on more funding down the road. A good start for both sides, I believe.

Congressional negotiators announced an "agreement in principle" Monday night on a broad spending bill they hope will satisfy President Donald Trump's demands for additional border barriers and avert another government shutdown at the end of this week.
The compromise represents a remarkable turnaround for negotiators tasked with staving off another shutdown, just hours after lawmakers on both sides said the talks were on the brink of falling apart.
"We reached an agreement in principle between us on all the homeland security and the other six bills," said Senate Appropriations Committee Chairman Richard Shelby (R-Ala.), a lead Republican negotiator. “The White House has been consulted all along,” Shelby added, noting that he’s been given “latitude” to negotiate on behalf of the administration.
The tentative deal includes $1.375 billion for physical barriers — a type of fencing that resembles the “steel slats” that Trump has specifically called for, according to a congressional aide briefed on the talks. It includes a total of 55 miles, which is just 9 miles shy of Trump’s last budget request.
In exchange, Democrats agreed to drop their demand to restrict the number of people who can be detained by Immigration and Custom Enforcement at a time. Negotiators agreed to fund a total of 40,520 detention beds for ICE, a roughly 17 percent reduction from current levels, the aide said.
But one Republican source was quick to dispute Democrats' account, saying the $1.375 billion in barrier funding can be used for "new miles of border wall." The same Republican source suggested that the deal had enough flexibility to actually reach the president's requested level of 52,000 beds, far above the negotiated level.
Details of the final deal may not be released until Wednesday, which has both parties aggressively attempting to spin the proposal as a win.
Shelby and House Appropriations Committee Chairman Nita Lowey (D-N.Y.) said they had approval from congressional leaders, namely Speaker Nancy Pelosi (D-Calif.) and Senate Majority Leader Mitch McConnell (R-Ky.). Shelby said he was also hopeful Trump would back the agreement but would not say directly if the president had promised to do so.

'Preliminary agreement' reached to avert shutdown
WASHINGTON — Democratic and Republican lawmakers emerged from a series of meetings Monday night and announced they had reached a deal to fund the government for the rest of the fiscal year and to avert another government shutdown, according to CNN.
Talks between four lawmakers — two senators and two members of the House — produced a preliminary agreement, with details to be announced Tuesday.
“We got an agreement on all of it,” Sen. Richard Shelby, R-Ala., told reporters.
Shelby and Sen. Patrick Leahy, D-Vt., worked with the lead House negotiators — Rep. Nita Lowey, D-N.Y., and Rep. Kay Granger, R-Texas — to reach the “preliminary agreement.” The larger, 17-member committee that had conducted a series of meetings in recent days wasn’t part of those talks.
The fate of the deal, however, will depend on agreement from the administration. Leahy and Shelby did not explain how they resolved the most thorny outstanding issues, including a dispute over the number of undocumented immigrants Immigration and Customs Enforcement can hold in detention. Asked whether the White House would support the deal, Shelby said, “We think so. We hope so.”
The first shutdown, which ended Jan. 25 after 35 days, the longest in history, centered around a dispute over how much money Congress would allocate for border security. But talks now are hung up over a disagreement over how many immigrants can be held at one time by Immigration and Customs Enforcement.
The White House wants to increase the number of beds for detention up to 52,000 from the current level funded by Congress, which is for 40,520 beds. Democrats want to reduce that number down to 35,520 beds for the remainder of 2019, and they want to cap the number of beds that can be used for undocumented immigrants arrested in the interior of the country — not on the border — at 16,500.
ICE is currently holding 48,747 immigrants, an agency spokesman told Yahoo News. The spokesman, who asked not to be identified, said the agency “has some flexibility” to go above the number funded by Congress.
Democrats argue that the cap on beds for interior arrests would force the Trump administration to focus on detaining and deporting undocumented immigrants who are actually violent or dangerous criminals, and put a stop to the practice of wholesale raids that sweep up immigrants guilty of minor offenses — or none at all, except for being in the country illegally in the first place.
Shelby, before the Monday sessions, said that “the ICE stuff is kind of a big obstacle.”
Trump claimed Monday that the Democrats’ position on beds means they are soft on illegal immigration.
“The Democrats do not want us to detain, or send back, criminal aliens!” Trump tweeted Monday morning. “This is a brand new demand. Crazy!”

A somewhat fair compromise I believe. Hopefully things can further be funded by the time much of this current building is near completion. But all in all, reality is that this is only 25% of what is asked for.

Lawmakers on Capitol Hill have announced that they have reached a deal on border wall funding to avoid a government shutdown. The deal, according to details by the Washington Post, includes about $1.3 billion in border wall funding — a fraction of the $5.7 billion that Trump had requested from Republicans and Democrats.
This funding is set to provide about 55 miles of new border wall along the roughly 2,000-mile long southern border. Much like the 2018 omnibus spending, which prevented Trump from building a border wall out of new materials, the deal is set to tack on stipulations as to what the barrier can be made from and where it can be placed.
Additionally, the deal keeps detention space for federal immigration officials to detain illegal aliens and border crossers at the same levels that have been funded over the last two years. The deal includes about 40,250 beds for immigration detention facilities, about 11,500 fewer beds than Trump had requested.

Look, I ain't thrilled with it either, Sean! But another shutdown that the filthy heavens won't relent on because they simply don't care? There has to be a compromise, even if the other side is the dems and we know that they will continue to try and do NOTHING the next time as well, and it will be back to pulling teeth. :rolleyes:
I think the percentage sucks too. And without reading it yet, obviously, is there any limitations? I'm sure there are. :(
But lets get things rolling again in government and kick even some more ass in the economy. Let's get the border more secure, whether that be with steel slates in some areas, or enhanced technology fence barriers in others. And as this process gets underway, Trump and his administration have to already start working against the Dems in how they are going to next get more funding, because again, we know that they aren't going to help and don't care as equally about border security.

In the meantime, illegal immigration at the southern border is expected to reach levels that have not been seen since President George W. Bush. Researchers project, at current rates, there will be more than 600,000 illegal aliens apprehended at the border this year. In December 2018, there were about 51,000 border crossers apprehended.

Graham: I Assume Trump Will Take Congressional Deal, Move Around Money to Get Wall Funding
On Monday’s broadcast of the Fox News Channel’s “Hannity,” Senator Lindsey Graham (R-SC) stated that he assumes the president will accept the amount of wall funding in the deal struck by the conference committee, which will be short of $5.7 billion, and then move around money to make up the difference.
Graham said, “[W]e’ve allocated money to deal with drug corridors, but there’s also language in the appropriations bill where you can move around $4 billion inside the Department of Defense in the discretion of the secretary and the president. So, there’s well over $4 billion available to the president under current law, in addition to what the Congress will give him in this deal. So, I would assume they would take the money in the deal. It won’t be enough. It’ll be well short of 5.7, and do what we talked about to make up the difference between the appropriated amount and the 5.7.”
