What would be more likely to happen if State laws regulating restaurant health standards didn't exist?
1) There would be chaos; customers would be suffering food poisoning everywhere, and restaurant owners would deliberately be harming their patrons.
2) Patrons would use word of mouth, online review services, and other indicators of the restaurant's reputation to make discriminatory choices over who deserves their money.
