Are the states that have early voting allowed to tally those early votes and publish those results prior to polls closing Nov.8?

I do not believe so. They are held in strict confidence (or should be) until the election day itself.
There is still a veil of secrecy held over even early votes or absentee ballots.
I imagine done so as to not provide an influence over those that trek to the polls.

I have no idea about laws, but I thought I had read about early returns as well? I didn't know it was illegal.

Actually, looking back through my history - it talks of voter TURNOUT totals, not the tallies of who they voted for.

You would think that it would be illegal to tally pre Nov.8, might deter people from voting in states like NY or CA where the outcome is pretty much predisposed.

I think you're right, but not illegal to count how many people show up.

Got it, just shows the party registration of early voters not who they actually voted for.
