Terror will be destroyed by honest and responsible people who will reduce corruption, allow more people dignifying life. Then there will be fewer incentives for terror.

Sick people try to solve the problems with violence.
Terrorists are from dysfunctional families, abused as children, etc.
Prisoners Dilemma of Game Theory proves that in the best interests of all people (including terrorists) not be terrorists and cooperate instead of fighting.
Victims and relatives of victims killed by the terrorists lose much more than if they help the poor people to have dignifying life which stops most of terror.
