I'm guessing you didn't read how it actually works. Nevertheless I have no idea if this is the way, it'll probably fail miserably like most other liberal big government plans but I do appreciate that our country is large enough that differing approaches can be tried to see what works. Personally I think a big fat corporate tax elimination program will do far more than this little program.

Well...let's look at how successful 'gun' buy-back programs have worked.

Not very. Largely only honest folks fell for this kind of malarkey. They did
not do much at all to prevent or solve violence, especially in the inner cities.
