"Sunday on ABC’s “This Week,” Gov. Jerry Brown (D-CA) said Californians will face heavy fines for taking long showers.

Brown said, “This executive order is done under emergency power. It has the force of law. Very unusual. It’s requiring action and changes in behavior from the Oregon border all the way to the Mexican border. It affects lawns. It affects people’s — how long they stay in the shower. How businesses use water.”

Brown said to enforce his order, “Each water district that actually delivers waters — water to homes and businesses, they carry it out. We have a state water board that overseas the relationships with the districts. Hundreds of them. If they don’t comply, people can be fined $500 a day. Districts can go to court to get a cease and desist order. The enforcement mechanism is powerful. In a drought of this magnitude, you have to change that behavior and you have to change it substantially.”

Guest host host Martha Raddatz pointed out, “More water used for almond production than is used by all residents and businesses in San Francisco and Los Angeles combined.”

More good news for California residents.

Southern California's water wholesaler reportedly is planning to cut deliveries of imported water to 26 cities and districts in response to the state's ongoing drought.
According to The Los Angeles Times, the rationing measure by the Metropolitan Water District (MWD) will take effect July 1 and was in the works before California Gov. Jerry Brown mandated a 25 percent cut in water use by the state's cities and towns last week.

Mindless platitudes don't solve problems.

When did--"act responsibly"-- become a mindless anything?
You just presented liberal thinking at its best and tis why they act so damn irresponsibly as they TOO see no reason to act responsibly.

You act as if Kalifornification officials are not and have not to date acted irresponsibly!
They should have been building saltwater desalination plants years ago on the coast--sea water everywhere and its free!
Damn sure cheaper than experiencing what they are now and taking people's rights away.
Figures, you'd not have a damn clue about any of that..-Tyr

Oh geez. Mindless platitudes upon mindless platitudes. At least you've stumbled upon some sort of solution though desalination is far from free.

"Ocean desal is pretty expensive still," said Ellen Hanak, senior fellow at the San Francisco-based Public Policy Institute of California and director of the Institute's Water Policy Center. "It's probably the most expensive single source that an urban agency can use, but its advantage is it can be reliable, since there's a lot of ocean water out there."

So, do you have any thought of discussing this like adults or do you prefer sticking your fingers in your ears and bleating, "Aack, liberals"?

We need to take a more serious look into Desal. plants here in California but as was pointed out, they are VERY expensive - at least when we build them! We need to consult the Israelis, and maybe even outsource, since they can build them for 1/3 the price and in half the time.

... assuming Netanyahu is at all inclined to help America out with one of its problems, while America, courtesy of Obama, is busily WORSENING one almighty one which Israel is being lumbered with !!

The UK had its Great Drought of 1976, with no rainfall at all falling during that year's summer. Desalination plants were discussed then, and it seriously looked like we were going to heavily invest in them.

As it turned out, they were forgotten about. Instead, the Government of the day, after much dithering (... well, they WERE Socialists, after all !!) decided instead to appoint the newly-designated post of 'Drought Minister'.

It worked splendidly. Within days of the Minister taking up his post, we had massive rainfall.

Morals of this story ...

1] Always trust a Socialist to 'rain on your parade' ..

2] Talk is cheap. If desalination facilities are being discussed ... GET THEM BUILT. Otherwise, the decision will be put on a back-burner and conveniently forgotten.

Lol! A 5 minute shower is just about half of what you need now thanks to the idiot left. I really shouldn't laugh....considering the fact that these same moronic leftists are also negatively effecting OUR shower experience via gov regs re: what kind of shower head you must use (low volume) and what kind of water heater standards you now must follow (takes longer to heat, runs out of hot water before you're finished ...which works out perfectly for the idiot left....etc.).

The drought may not be the fault of these morons on the left, but their inaction for the past five decades sure as hell is. Anyone that still lives in that state deserves what they get (and yes, I have relatives there).

Every American should be sending SOMEONE in California a bottle of water.

If we allow the people in California to go with shorter, or no showers.

That would threaten the rest of the United States, East of California's Eastern border, and the STINK

will creep across the land, destroying crops, and the ability of other human's to breathe.

Carly Fiorina answers your question:

Former Hewlett-Packard CEO and potential Republican presidential candidate Carly Fiorina (http://www.washingtontimes.com/topics/carly-fiorina/) is blaming California’s water crisis on “liberal environmentalists” who are “willing to sacrifice other people’s lives and livelihoods at the altar of their ideology.”

“With different policies over the last 20 years, all of this could be avoided,” Ms. Fiorina said in an interview Monday on Glenn Beck’s radio show, The Blaze (http://www.washingtontimes.com/topics/the-blaze/)reported (http://www.theblaze.com/stories/2015/04/06/carly-fiorina-on-the-calif-crisis-thats-a-classic-case-of-liberals-being-willing-to-sacrifice-other-peoples-lives-and-livelihoods/). “Despite the fact that California has suffered from droughts for millennia, liberal environmentalists have prevented the building of a single new reservoir or a single new water conveyance system over decades during a period in which California’s population has doubled.”

Ms. Fiorina (http://www.washingtontimes.com/topics/carly-fiorina/) said that as a result, 70 percent of California’s rainfall “washes out to sea” every year, The Blaze (http://www.washingtontimes.com/topics/the-blaze/) reported.

I am so glad I moved out of CA. I moved to AZ a few days ago and even though we are in the desert, I can still take long showers and keep the swimming pool full.

I've mentioned this before .... a few years ago we got notification that the county wanted to put meters on private wells. I'm glad I sold when I did.

http://losangeles.cbslocal.com/2015/04/06/water-authorities-to-use-new-tool-in-fight-against-water-wasters/

That was before the smart meter.

Since its installation in February, Long Beach Water Department General Manager Kevin Wattier says he saw an immediate spike by tens of thousands of gallons, each time McDonald’s overwatered their property.
“It collects the data every five minutes, then after midnight, the cellphone that’s built in here comes on, makes one call, and calls it in to the database that we and the customer, through a password security system, have online access to their consumption,” Wattier said.
“The accuracy is just incredible, because we get the data the next day.”
Using this data, Wattier knew the precise moment to send his employees to videotape the infractions to use as evidence.

Excellent, thank you. The video in the OP also had the Economist suggesting that if water were priced correctly then much of the problem would be resolved. There are plenty of things that could have been done but I'm not sure if anything can be done right now outside of proper pricing. Proper pricing would be a free market solution whereas a liberal solution likely involves ham-handed regulations.

I have worked and lived in a number of places. There are certain places that make your earnings disappear quickly. California is tops at tax the high earners, give a BIT to the poor, keep that rest (most of it). If I HAD to live in a liberal place, it would be Massachusetts. At least the voters there get angry at the "keep the rest" mentality. If they are going to levy high taxes, there had better be lavish state benefits. They consider electing a Republican a drastic measure, but use it as a viable threat to elected officials. Ex-Gov Devil Patrick as such a disaster that he was replaced by a Republican.

There's a lot to be said regarding the problems that smaller agriculture growers have experienced in CA. It's a huge industry for CA, US, and feeds much of the world. For the most part, they are not located in desert, yet have borne the brunt of what limited water conservation efforts were enforced.

It does take a huge amount of water for almonds, avocados and other crops. Then again, they feed people the world over. Not so much ornamental yards, swimming pools, golf courses, etc.

Awesome, thank you. I think the pricing aspect solves some of those issues as well. A proper price for water will ensure that Californians, and their farm products that go outside of the state, bear the costs of the water use and water use projects. We may have to pay more for almonds, etc. but it properly allocates a scarce resource and encourages innovation and efficiency.

California Government Is The Big Water Management ProblemBy Hank Campbell (http://www.science20.com/profile/hank_campbell) | April 7th 2015 11:09 AM |

It is raining in California as I write this but most of it will do little good (http://abcnews.go.com/US/wireStory/rain-snow-head-california-drought-30131556). The rain is going to go to a gutter and the gutter will go to a stream and that will go to an ocean.

Yes, much of the fresh water that California has runs into the Pacific Ocean. You might wonder why the Pacific Ocean needs so much, since 96 percent of Earth's water is already in oceans, but the oceans are not asking for it. Instead, it is due to anti-science policies lobbied for by well-heeled California environmentalists.

Environmental regulations mandate that water that would sustain 4.4 million families gets flushed this way (http://www.wsj.com/articles/californias-green-drought-1428271308), regardless of drought conditions (however, farmers do get penalized during a drought, the environment must come before food). Meanwhile, Governor Jerry Brown just now got around to mandating water conservation among his wealthiest and most loyal voters. It had to be mandated because the wealthy are not conserving anything (http://touch.latimes.com/#section/-1/article/p2p-83222290/) the way the more agricultural sections of California have been doing for two years.

It's not a surprise that Governor Brown and California government love fines and penalties and heavy-handed tactics, in a 'if your only tool is a hammer, every problem is a nail' kind of way, but if we cared about the actual problem - having enough water in good times and bad - the situation would be easy to resolve. For example, enough water to sustain 2.6 million California families was dumped into the ocean because there isn't enough storage capacity in the north of the state and environmental rules limit the amount of water that can be pumped to reservoirs in the south.

Why not allow more water to be stored in the south or build more reservoirs in the north instead of dumping fresh water into the ocean? Californians know water is important, we have agreed to water bonds totaling $22 billion in recent years, but the money has ended up going to environmental projects rather than things that help the people paying interest on those bonds.

Most of California is actually desert, the green parts are all watered to be that way, and we know droughts will happen - this is the fourth one in 50 years - so it would make sense to store more water, a literal anti-rainy day plan. But environmentalists block all efforts to create more reservoirs even though we know this sort of thing has always happened and will continue to happen. California water goes up and down like a yo-yo:

Ocean water is free. However the desalination plant costs billions(plus cost of delivery systems). This drought could last another decade so why not get to building? As to costs, tax the agricultural products that will gain the most from the water from those desalination plants.
A tax with a true purpose and one that would actually accomplish something..
Will they do that or just dither?
With time and costs as huge factors-they'd better act quick to limit the amount of damage IMHO.-TYR

Why focus only on agriculture for tax purposes? Are you advocating for desalination plants exclusively for the use of agriculture?

I highly doubt that they would use desalinated water to water crops, besides they shouldn't need a tax to pay for something that should be decided by the market and paid for by end users. Any big government program that they enact is unlikely to be the best option as they don't have a market mechanism to guide their decisions.

I'd agree with this, with the exception that there seems to be a conflict between the over-populated desert areas being favored over agriculture. There would be reasons to not only price water correctly but a luxury-type punishment tax for housing.

Are you suggesting housing pay higher rates for water than agriculture? Or that users pay more as they use more? Neither of those would be the worst things in the world IMO.

Folks, water used in agriculture can not be salt water as the salt accumulation will destroy the soil for crops.
As to paying, I did not say tax only agriculture but agriculture may be the primary user should the drought continue and get far worse!
If taxing to pay , then figure out the users and tax accordingly.
The problem is action should be taken sooner rather than later.
As to Kalifornification, I personally do not give a damn except for the crops, a necessary commodity.TZ

Millions of idiots elected a fool to "lead" them. That "leadership" is directly or at least partly responsible for their current situation. It's more complex than 'no rain'. It's tied to LOTS of liberal policies - not the least of which is their "open borders" bullshit. Their "climate change" shit. Their "tax and spend" shit.

Maybe a reasonable person - maybe yourself? Would have seen this coming and stored enough resources to mitigate the problem. Maybe stop blowing billions? on "rights" for illegals enough to BUY water from other places? I dunno. I'm spitballing here. Maybe avoid state resources wasted on attacking freedoms of citizens? Work with me here....

So - California finds itself in the position it's in. The fool in charge plays the victim and reaches for MORE control of the citizens' wealth and activities. Instead of taking an ounce of blame; or acting with humility, that bastard seems to be DROOLING at the chance this situation (which he portends was 'forced upon him) to further-control the citizens. That's what bothers me to no-end. I dunno what to do. The reactionary part of me thinks "Civil fucking war" to reclaim BASIC rights of the citizens. Another part of me says "Allow polygamy - bring in Mormons to have dozens of kids per household in the attempt to take the reigns of government (through a voting base increase).

This is the country - and the states today.

We can all agree that all them libs are bad mmkay but I asked what could be done and not how much they suck; We have plenty of threads here that merely whine about how much they suck. Even all the Republicans down in San Diego didn't start building a desal plant until last year so I don't really expect almost anyone in government to really have much foresight in solving problems that have yet to present themselves. Now, trust me, I'm all for Californians to reap what they've sown because that's the only real way that they might see the error of their ways. So the heart of my question is what would a Republican governor do. Whine about how the libs screwed it all up over the course of decades or present an effective solution that shows conservatism to be a better solution?

At this time, a Republican governor will not be able to get anything done because Democrats are in power, have been for a long time and probably continue for a long time. Enacting these water conservation laws (putting meters on wells) are not temporary. Things will not go back to "before" the drought when the drought is over. Once the system is in motion, it will continue.

I know everyone says that UN Agenda 21 is not designed to control the masses, but it has a good foothold in CA. Never thought I would fear the words "sustainable development". However, I lived in the middle of it and can tell you it's scary how much government controls things now, and how the long term plan is to take control of our land and rights.

SOUNDS LIKE SCIENCE FICTION...OR SOME CONSPIRACY THEORY...BUT IT ISN'T.

UN Agenda 21/Sustainable Development is the action plan implemented worldwide to inventory and control all land, all water, all minerals, all plants, all animals, all construction, all means of production, all energy, all education, all information, and all human beings in the world. INVENTORY AND CONTROL.----Rosa Koire

Oh, and in case you don't think it's just in CA ....

COMMON CORE IS UN AGENDA 21

Common Core is an integral part of UN Agenda 21/Sustainable Development: globalization is the standardization of systems. Whether the system is law enforcement or land use or government, the standardization, harmonization, and integration of all international methods of management is essential for total control.
Education is the flash point for embedding system acceptance in all sectors of the population. Standardized propaganda is developed for pre-kindergarten to post graduate school; this is what is meant by 'Life Long Learning.'

Breaking down traditional methods of learning in order to re-socialize the populace is the goal. Obedient, dependent people who are constantly being propagandized will provide the 'human capital' to fully implement UN Agenda 21/Sustainable Development.

Regardless of the content of this nationalized and internationalized system of behavioral modification, the goal and outcome will be to fundamentally destroy the individual's rights.

This is commonly referred to as 'Transformation' or 'Change'.- See more at: http://www.democratsagainstunagenda21.com/common-core-is-agenda-21.html#sthash.NG1nI687.dpuf

Careful, almost sounds like sustainable development there. :poke: Cheap water is but one way that development is encouraged; highways, etc. can do the same thing. But I understand your comment now that housing in general isn't really paying the true cost of services. I think that's true in many places it's just most obvious in California right now.

If we allow the people in California to go with shorter, or no showers.

Actually that was just another case of tyrannical government beating on the little guy..
No government owns the rain that falls, that ffing bullshit.
Any government doing that needs to be ousted by any means necessary.
That guy must have won in court. Yet if pushed too far he should have shot it out with the would be dictators.
America has went too damn far left, methinks a lot of those asshats need to be stopped, by whatever means it takes..-Tyr

Uh, not exactly.

Historical and Constitutional FrameworkBefore 1909, Oregon had a dual water rights system, recognizing both riparian and appropriative rights. Gradually, the state moved towards preference of prior appropriation rights. This sequential shift in adherence to different water rights systems is sometimes called the “Oregon Doctrine,” to differentiate it from other western states that have never recognized riparian rights (Colorado), or continue to recognize riparian rights today (California). This means that riparian rights will only be valid if the owner put the water to beneficial use before passage of the 1909 water code. All water rights obtained subsequent to the 1909 code are subject to the “first in time, first in right” mantra of prior appropriation.

They do have interesting water laws out west. We had another thread where in a western state, Utah maybe, rain barrels were illegal because the water rights were owned by the water authority. They subsequently changed the law to allow rain barrels.

Interesting Hell, that is just plain crazy.

Son of bitches should be shot IMHO.. WHATS NEXT?
They own your kids? Well yes, we see that going on as well.
I reject such insanity and all those for it and pushing it can kiss my ass!
Just know THIS, on my principles I don't ever play...
I'll collect as ffing much rainwater as I want and would beat the hell out of anybody trying to stop me....
Just more liberal dumbass insanity on parade.
Is there any question why I so dearly hate the stupid, tyrannical bastards?--Tyr

It's a matter of the evolution of water laws out west and the leftists weren't really in control out there back then AFAIK.

Meh. It is what it is.

Facts not in evidence. Dismissed.

Or you could help me out and identify the "leftieism" involved here.

Prior appropriation (http://en.wikipedia.org/wiki/Water_law_in_the_United_States#Prior_appropriation )Most western states, naturally drier, generally follow the prior appropriation doctrine (http://en.wikipedia.org/wiki/Prior_appropriation_water_rights), which gives a water right to whoever first puts water to beneficial use (http://en.wikipedia.org/wiki/Beneficial_use). Colorado, where the prior appropriation doctrine first developed, was generally looked to as the model by other Western states that adopted the prior appropriation doctrine. Water law in the western United States is defined by state constitutions (e.g., Colorado (http://en.wikipedia.org/wiki/Colorado), New Mexico (http://en.wikipedia.org/wiki/New_Mexico)) statutes, and case law. Each state exhibits variations upon the basic principles of the prior appropriation doctrine. Texas (http://en.wikipedia.org/wiki/Texas) and the states directly north of it; the West Coast (http://en.wikipedia.org/wiki/West_Coast_of_the_United_States) states, and Mississippi have a mixture of systems. Hawaii (http://en.wikipedia.org/wiki/Hawaii) uses a form of riparian rights, andAlaska (http://en.wikipedia.org/wiki/Alaska) uses appropriation-based rights.

I am not sure if this is the story fj was talking about but this is in the news today, this guy didn't just get a fine he got 30 days in jail, all for collecting water. I couldn't think of a much stupider law, hell I came in from Florida last year where we rode in a down pour all day but the time we got home I had enough water on me, my clothes and the bike to fill a bucket, guess I should be lucky I am not serving jail time.

His story quickly went viral after a rural Oregon man was slapped with fines for collecting rain water on his own property. But now, as of last Wednesday, Gary Harrington of Eagle Point, has been sentenced to 30 days in jail and more than $1,500 in fines, all because he had three reservoirs on his own property, that he used to collect and use rainwater.
Harrington says he plans to appeal the conviction in the Jackson County Circuit Court. That conviction revolved around nine misdemeanor charges that come from a 1925 law. That archaic ordinance bans what state water managers called “illegal reservoirs.”
“The government is bullying,” Harrington said in an CNS News (http://cnsnews.com), last Thursday.

SD linked to it. It is ridiculous when taken to that extreme but it is the law and it has its roots in historical water use practices. Every stupid law is not because of lefties  and stupid laws should be changed. I believe the other one I referenced in Utah? did result in a change of law to allow such things.
