Static electricity is an imbalance of electric charges within or on the surface of a material.
The charge remains until it is able to move away by means of an electric current or electrical discharge.

For modelling the effect of static discharge on sensitive electronic devices,
a human being is represented as a capacitor of 100 picofarads, charged to a voltage of 4000 to 35000 volts.
When touching an object this energy is discharged in less than a microsecond

Are you having a little trouble understanding this?
If so, the next photo should clear things up................................

Methinks it's a photoshop photo anyway. I don't think a dress/skirt would naturally do that. These things have been known to happen when folks wear tight clothing, not a loose fitting skirt.

I think several of the photos that have been posted lately disrespecting women have been photoshopped.

I don't think it's photo shopped. I think it's posed. I also think it's disrespectful to women.
