A new independent report reveals that lucrative U.S. military contracts have been granted to militant groups in Afghanistan with direct connections to the Taliban and Al-Qaeda.
The report, submitted to Congress by the U.S. Army Suspension and Debarment Office, states that American officials are citing “due process rights” as a reason not to cancel the agreements with the extremists.

The US military (http://www.csmonitor.com/tags/topic/U.S.+Armed+Forces) has been ignoring warnings that its spending in Afghanistan (http://www.csmonitor.com/tags/topic/Afghanistan) is funding Al Qaeda (http://www.csmonitor.com/tags/topic/Al+Qaeda) and the Taliban (http://www.csmonitor.com/tags/topic/The+Taliban). And John F. Sopko, the Special Inspector General for Afghanistan Reconstruction (SIGAR), appears to have had enough.
He issued a blistering cover letter with SIGAR's quarterly report to Congress today (http://www.sigar.mil/pdf/quarterlyreports/2013-07-30qr.pdf) that called into question what "appears to be a growing gap between the policy objectives of Washington and the reality of achieving them in Afghanistan."
The US (http://www.csmonitor.com/tags/topic/United+States) has $20 billion of Afghan reconstruction spending scheduled, and a further $10 billion requested for the 2014 budget. But after 11 years of war, there are "serious shortcomings in US oversight of contracts: poor planning, delayed or inadequate inspections, insufficient documentation, dubious decisions, and - perhaps most troubling - a pervasive lack of accountability," Mr. Sopko wrote. Good intentions, he added, appear to be running way ahead of commitment to execution.
But Sopko's greatest degree of scorn is reserved for ongoing contracting with businesses that his office is convinced finance the insurgents trying to topple the US-supported Afghan government and kill US troops.
"In conclusion I would also like to reiterate the concerns I raised in our last report about the Army's refusal to act on SIGAR's recommendations to prevent supporters of the insurgency, including supporters of the Taliban, the Haqqani network and al-Qaeda, from receiving government contracts. SIGAR referred 43 such cases to the Army recommending suspension and debarment, based on detailed supporting information demonstrating that these individuals and companies are providing material support to the insurgency in Afghanistan. But the Army rejected all 43 cases. The Army Suspension and Debarment Office appears to believe that suspension or debarment of these individuals and companies would be a violation of their due process rights if based on classified information or if based on findings by the Department of Commerce.
I am deeply troubled that the U.S. military can pursue, attack, and even kill terrorists and their supporters, but that some in the US government believe we cannot prevent these same people from receiving a government contract."
The US has struggled to not finance insurgents in Afghanistan for years now, particularly via pay-offs to warlords close to the Taliban for safe passage of the ammunition and other goods that the US needs to fight the Taliban. And providing funds to insurgents isn't the only situation where US government behavior is at odds with its stated objectives. While the US has made opium eradication a feature of the war in Afghanistan, it continues to do business with an airline that US investigators believe is one of the country's largest opium smugglers (http://www.csmonitor.com/World/Backchannels/2013/0205/Afghan-corruption-opium-and-the-strange-case-of-Kam-Air).

Jafar, really, I'd be very happy for you to approach an Al Qaeda terrorist and tell him he's not a Muslim.
By the way, given what Hamas get up to at every chance they get (or contrive), would you be willing to approach THEM and tell them they're being un-Islamic ?

I'm not a scholar so no. I would however like a real Sheikh to challenge them like they were doing in Yemen a few years ago with a high success rate at converting Al Qaeda terrorists into law abiding Muslims.
We don't call them Al CIAdah for nothing. Who does Al Qaeda work for anyway? Definitely not Muslims.

How can they be Muslims if they directly disobey the Qur'aan and the Sunnah? That makes them Kuffar or at best, Mushriq.
We have already been warned about the likes of AQ, Taliban, Wahhabis etc...

So they aren't Muslims, because they don't follow the word of the Quran and such. When are you going to say then that Hamas is not Muslim? Or is it OK for them to commit terror attacks and kill innocent people? Where does the Quran allow for this? And save anything about Israel, unless you want to also point out in the Quran where it's OK to commit terror attacks and murder because another group did it to someone else in another time and place. Amazing how you can discount certain groups/people and be supportive of others, when it suits your position of course.

The war on terror is BS from our end. We support the terrorist we like
AND support the terrorist we SAY we don't like.

jafar. If your statement above is true, and factual. How then, do you explain how those who claim to Follow the Quran manage to become terrorists? Most of whom BLOW THEMSELVES UP...in the name of that PEACE LOVING RELIGION???
