This is why Assad must be stopped. Syrian snipers shoot an old man in the leg for bait, and shoot at anyone who tries to help him. Members of the FSA first try to save him by throwing him a rope, but in the end, one heroic guy rushes in saves the old man amongst a hail of bullets. This is the true definition of a hero in my opinion.

Snipers have been using victims as bait as tactic since sniping began. It makes tactical sense and not just for sniping. It takes a minimum of two combatants and often more to remove and care for a casualty. I would also remind folks that terrorists will often set off a device and then detonate a second one after responders arrive on the scene. I am not justifying such actions ... merely pointing out that it is in general use by combatants of all kinds.
