This state is a disaster, the Chicago area worse:

...The biggest losers
In March, the biggest year-over-year jump in unemployment occurred in the Chicago metropolitan area, where the unemployment rate rose from 9% to 9.5%. This uptick parallels the worsening employment situation in Illinois more generally, as I discussed last month (http://www.fool.com/investing/general/2013/04/22/2-states-where-unemployment-is-growing-and-1-with.aspx). In some parts of the U.S., the unemployment rate is rising because -- counterintuitively -- people are feeling better about their job prospects and thus returning to the labor force. However, this is not quite true for the Chicago metro area. While the Chicago area's labor force did grow from 4.87 million last March to 4.9 million this year, the region also lost more than 12,000 jobs in that time span, leading to this year's higher unemployment rate.

It appears to coincide with raising the state income tax from a 3% marginal rate to a 5% marginal rate. IL has even surpassed the CA unemployment rate. I do have one question: Do you find that is gets worse even with people that already have a job because employers take the mindset that employee satisfaction no longer matters given the difficulty to find a new job?

Your question assumes that the employers are what the unions say they are, false premise. Employers in this state are being hit as hard or harder as the individual. Remember too that the employers and management also are individuals in this state.

It has been my experience that work cultures often turn to crap when the local unemployment rate spikes. I was at a teleconference where a VP said that he didn't care if his demands wrecked morale since people are going to find another job anytime soon with a 12% unemployment rate in that part of Florida. I replied to the whole conference "There's lots of opportunity in Denver and my house rental lease expires soon." Even if I have a job, I generally don't stay in areas with high unemployment.
