Police, military and government there are too corrupt to be trusted. That's why they must do it themselves and why they must not allow military to intervene in what they are doing. Corrupt military would intervene setting up checkpoints and routes to allow the drug smugglers to continue!
I believe eventually enough corrupt money will be paid to force military to intervene and stop this citizen action should it prove too costly to the big drug dealers/gangs !

So without help from their government, or military - it's probably a good thing that these citizens are armed in order to protect themselves, their families and their neighborhoods?

EXACTLY.. Also a damn good thing that they didn't obey government laws about guns there or else they'd be out there with knives and broomsticks.
