Noir, your cat looks just like a cat I had many years ago that I adored. I named her Pink Floyd because of her pink nose. We just called her Floyd, though. Loved that girl!

Like saiding you're bored "Work is pretty derp

Or that your face looks stupid in a picture "You look pretty there, but i'm all derp."
And can be combined with the word "herp" to add emphasis.
So instead of 'WTF' you can say 'herp the derp' etc.

In this case it was meaning like, retarded.
