I was reading through the local news and came upon this story.....
INDIANAPOLIS (AP) - Worsening drought conditions have placed the entire state of Indiana under a water shortage warning.
The Department of Homeland Security extended the warning to all 92 counties on Tuesday after placing less than half the state in that category a week ago. Homeland Security Executive Director Joe Wainscott tells WRTV that the dry conditions put the state in "uncharted territory."
The Indianapolis Star reports the state is asking those who use 100,000 gallons of water or more daily to cut usage by 10 percent to 15 percent because reservoirs are being depleted.
Morse Reservoir is down 6 feet and Geist Reservoir is 2 feet below normal.
Citizens Water spokeswoman Sarah Holsapple says the company plans to begin pulling extra water from Geist to help sustain water levels in Morse Reservoir.

now granted I had not been awake for long, and as I'm reading it I'm thinking ok well I think most of the US is in some type of drought so it makes sense.....then it hit me and I had to go back and re read the article, and yes it did say Homeland Security.
so could someone please explain to me what homeland security has to do with a drought and issuing a water shortage warning to a state? Wouldn't that be the states job?

It's shared management for sure, but I believe all navigable waterways (and the water in it) is federal. So if the water is in the ground, it's the state's authority; if it's in a lake, reservoir, canal or river, the Feds have a say...and if they have say, it's supreme.

Just another part of Agenda 21. Read it (thoroughly). It is a huge document (like our not-so-beloved Obama Care) but it should be read and I don't think enough of our local leaders understand the importance of nipping junk like this in the bud. Remember the Alamo, Pearl Harbor and 911 but never forget Katrina!!! It was an attack on Americans by so-called Americans. It's coming folks....gear down, keep your powder dry and your hatchets SHARP!

On a side note.
Good luck to the folks in Indiana. You are about to be charged extra on your water bill due to the drought. Once you've all learned to properly conserve water, you're water bill will go up drastically because your department of water is going bankrupt due to the lack of income caused by your conservation. It's happened here in California and we're out of our drought.

Rationing of food and water, sustainable resources ("HUMAN SETTLEMENTS" or [Habitat I]) , protected wild life areas off limits to any and all human activity (much of our land has been barred from our citizens one way or another and the UN has actually had a part in this...not our elected officials. The main agenda is to reduce the space in which human beings can inhabit and thus decrease the population. A population that will be "allowed" within local, sustainable communities surrounding a city...all other lands are off limits and only inhabited by wildlife.
In 1976, the U.S. adopted these recommendations from the first United Nations Conference on Human Settlements (Habitat I):
1) A national policy on population "distribution" according to "available" resources.
2) Public land control or ownership in the public interest with equitable "distribution" of benefits while assuring environmental impacts.
3) Land, a scarce resource, should be subject to public surveillance or control for the common interest.
4) Government must exercise "full jurisdiction" over land and freely plan the development of "human settlements".
Shouldn't US Gov. have started this sentence off. I don't particularly like the Agenda 21 classifying me as part of the {World Government] whereby we ALL must make equal sacrifices to save the world. The US has had the BEST conservation practices of ANY known nation. FACT!!! Folks, they've come a long way since 1976 in their, appropriately called AGENDA and we as FREE men have come a long, long way since 1776!!!!

Sadly, they still couldn't report the evils of B.O. without placing him on a pedestal. Unbelievable how the double standard is still evident. This makes the patriot act look....well, patriotic yet they sugar coated it to some degree when they should have blasted B.O. as hard as they NEVER stopped blasting Bush! Neither Bush or B.O. were patriotic in the way they allowed and promoted numerous things just as other presidents in our past were less than patriotic in supporting the UN.
*Remember the liberal leaders of not so long ago wanting to place certain folks on a terrorist watch list. This list included (quite specifically and with priority) those who disagree with abortion, firmly believe that We The People have the right to bear arms and EVEN those who served honorably within our military! We may very well see these type of Americans detained before we see Nidal Malik Hasan prosecuted or punished!!!
The F.E.M.A. camps are ready...are we? Well, if they continue dumbing us down bit by bit, we're definitely ripe for the picking. We should be at the White House, House of Congress and Supreme Court demanding to know who we have as our leaders and how our Constitution has been abolished. But we are not and the Tea Party has all but disappeared or has been replaced by the occupiers. Sad state of affairs we find ourselves in.
In closing, I suppose the government can not only shut down water supplies, but can close shop at guitar manufacturing as well. RIGHT? Does anyone on the left at DP see the danger in all of this?! It would be interesting to hear from you if so and as a new member, I'd appreciate you candidly coming out and starting your comment with: I am a liberal, but I do see the danger in all of this.

Yes, once a "tax" or "regulation" has been put into place, it is almost/practically impossible to take it off the books. There's just WAY too much "revenue" to spend/waste. Thanks for that info ThunderKnuckles.

Sorry for the lengthy response but I don't get to post much during the day and I truly believe we are seeing an "Agenda" become reality.
Homeland Security, the TSA, ATF and F.E.M.A. are corrupt and tyrannical branches of government that are obviously anti Constitution and should have NEVER been established. Like most other things...we should enforce current laws without making new ones and allow traditional law/security agents to address threats without inventing new ways or bureaucracies to trample on our freedom. They take and provide no answers or excuses. Neither do they pay for their consequences. The occupy movement (in my humble opinion/perspective) was established for two reasons: (1) It caused the tea party to approach activity with caution because of the conduct of the occupiers being too dangerous and (2) It could have and may still be the open window to where B.O. and his ilk declare martial law. Under martial law, I believe a president can (possibly) suspend or postpone important elections such as the one coming in Nov.
It has been planned for a long, long time, has been 'tested' during incidents such as Katrina. What's really frightening, is how UN troops are also part of the "training in the streets". Even so, we are very brutal to our own without any help from outside forces. When you outlaw guns, only outlaws and a tyrannical gov. such as the one we've had under Clinton, Bush II and Bush III (B.O. Bush) will have them. Under this "EXECUTIVE" order the heads of these cabinet level positions (not to mention his CZARS) will have the power to confiscate food, livestock, fertilizer, farm equipment, all forms of energy, water resources, all forms of civil transporation (meaning any vehicles, boats, planes), and any other materials, including construction materials from wherever they are available. We saw much of this during Katrina but it seems to be "law" under executive order now. It appears that this EO gives him the power to take anything from anyone and distribute or destroy it as he sees fit. It is debatable, by some, whether this is a license to confiscate arms, privately stockpiled food in homes and equipment BUT it does seem to be a means that brings folks to their knees by telling manufacturers to stop selling to civilians or decrease sales. This can be found under Agenda 21 whereby business/producers will only be within the sustainable area where human communities are "allowed".
What is troubling is that the Executive Order seems to give Obama the power to ration and confiscate , during "Peace Time", rather than during a war effort as with WWII. That is strange indeed. Even more strange is how these powers of confiscation are not necessarily as a result of a catastrophe but rather the possibility of one. This is very similar to his prolonged detention concept where he could detain (indefinitely) a civilian or servicemen because they "may possibly" be a threat due to their beliefs on abortion or gun control. No, both are to simply "prepare"....no actual emergency of security issue need exist. Very dangerous Executive Orders....wouldn't anyone agree?! Although this particular EO doesn't mention "confiscation", it does use the words: "procurement", "allocate", "induction and deferment"are.

A tornado is a disaster....but F.E.M.A. is a plague! EVERY TIME! In my local area, Mid Tennessee/NE Mississippi, tornadoes hit and it was churches and neighbors who helped...not F.E.M.A. When F.E.M.A. did show up, they wanted photos of how well "THEY" were taking care of the victims and asked that the folks who actually helped take their Christian t-shirts off or get out of the picture!!! FACT!
Out of tragedy, rays of sunshine do appear and as bad as the evils of Katrina was, it may very well have awakened many Americans to what "can possibly" happen if the gov. is allowed to abuse its citizenry. We HOPE anyway....and pray!

This summer's record-setting weather is the reason state officials Tuesday declared a water-shortage warning that covers the entire state of Indiana. Last week, only 32 of the state's 92 counties were under the warning.
"(The drought has) really put us into uncharted water," said Joe Wainscott, executive director for the Indiana Department of Homeland Security. "We've had some similar patterns, but right now we're shaping up right now to something very much akin to the (Dust Bowl) experiences of 1934 and 1936."

Yes, Free stuff has always been ANYTHING but free as it has been the concept of "free stuff" that has caused communism/socialism to spread throughout the world. Obama has learned well from whomever has taught him the principles to bring about an Anti-freedom State here in the good ole USA. We've had "the greatest generation" and I fear we are seeing "the worse generation".
It is about time we stand up and preserve what the greatest generation so honorably preserved...how can we possibly let them die in vain. How could we have elected what we now have in the White House. Could we have elected a guy with the name Hitler so soon after WWII. I realize that B.O. is no Saddam but I'm making a point that looks, names and product do make a difference in folk's decisions...except in '08. The name barack hussein obama alone should have killed his chances so soon after 911 but this and even his questionable stances/comments had little to no effect on destroying his chances. The press did try to "avoid" calling him Hussein just as they refused to cover his past and many goofs.

That reminds me of IL and taxing cigs. Within the last year the state has added $2 a pack. Some counties have thrown on additional, Cook more than $1. They are beginning to reap their 'goal'. People are quitting or going to neighboring states. Income to the state if falling fast. They don't have another place to tax, that won't result in supreme anger and exiting of citizens to other states.

I'll have to check but i don't think that's correct
the only place the feds have say is on Federal lands. "National" Parks, the District of Columbia, military bases.
The local water/waterways are the under the jurisdiction of the state, local and private persons or property owners.
That's been my understanding anyway.
