Same day registration allows for a lot of voters to be bused in from other states. A 119 percent turn out screams fraud.

Pretty obviously the article meant that, if a certain polling place had 100 registered voters when it opened on election day, and they all voted; but at the same time 19 more people came in and registered the same day and voted at that polling place, then the turnout would be 119 voters voting (legally and legitimately) by the end of the day at a polling place that only had 100 registered when it opened. That would be a 119% turnout... sort of.
Obviously it's fuzzy math, counting the number of legitimate votes at the end of they day but dividing it by the number of registered voters at the beginning of the day. In other words, the 119% number was faked, dividing apples by oranges.
Makes for a catchy headline, though. You didn't expect a media article to be TRUE, did you?
P.S. And yes, such a scheme also makes fraud possible, though I haven't seen any evidence of it, yet. Might be hard to check and see if a birth certificate (or even an electric bill) a guy presented, was run off on his PC just last night, and prove it before the polls close the same day.

Two users of the microblogging site apparently took the passage of Obama's healthcare reform bill (http://www.metro.co.uk/news/world/818604-obama-on-a-high-as-healthcare-reform-vote-passes) as their cue to tweet their thoughts on his assassination."America, we survived the Assassinations and [sic] Lincoln & Kennedy. We'll surely get over a bullet to Barack Obama's head," said one Twitter user going by the name of Solly Forell.
The self-described "authentic African American" later added: "The next American with a Clear Shot should drop Obama like a bad habit."
Another user, calling himself THHEE JAY, posted: "If I lived in DC. I'd shoot him myself."
In a statement, the Secret Service confirmed it was "taking the appropriate investigative action".
"We respect the right of free speech, but in such instances we have a right and an obligation to ask questions and determine intent," it continued.
Soon after their tweets picked up attention across the web, both men attempted to take back what they'd said.
"For the record," read THHEE JAY's Twitter feed, "I NEVER said I would do harm to the president. I simply expressed my anger."
Last year, the Secret Service was called in over a third-party Facebook app that asked "Should Obama be killed?" which turned out to be the work of a prank-loving child.
