He seems to have enough cash and support to keep himself in the minds of voters through political ads and meeting with the people directly so I don't think this decision will hurt him much in the short term.
Long term, however, I think he is shooting himself in the foot. Assuming he becomes the Republican nominee, Obama will destroy him in televised debates because Perry will not have had enough "practice" in fine tuning his debate skills during his run for nomination.
