What exactly? The answer is probably 'no' regardless.

Congress's fundamental problem is that Dems and Repubs see Congress's job ac two completely different things.

Democrats mostly think Gvot's job is to help the needy, compensate for differences between people, and save people from their own mistakes and imperfections.

Republicans (let me correct that, conservatives, which many Repubs aren't) think Govt's job is to protect our rights... and to leave alone all the other stuff.

"Bipartisanship" is when the two groups find common ground and agree on some things.

But how can there be common ground between those two viewpoints?

Can "bipartisanship" solve Congress's fundamental problem?

No, because there IS no common ground for them to find.
