All signs and posters are mass-produced, identical prints of just a few professionally-designed originals.

At TEA parties, nearly all the signs are handmade, no two alike, and often show considerable imagination.

BTW, how many of those people are from that local area (as TEA party people nearly always are)? And how many were bussed in from other cities or even other states?
