From what I can find, seems he was against an official state for Israel, no mention of whether or not there should be a Palestine. Most of his problem seemed to have been with the Brits. The above quote appears made up.

Thanks for the correction.
It does seem that the specific quote cannot be found or is just made up.
However it seems some of same the sentiment is found in a letter he co-signed with others that was sent to & published in the NYT 1948
Some folks in your link refer to it.

New Palestine Party
Visit of Menachem Begin and Aims of Political Movement Discussed

TO THE EDITORS OF THE NEW YORK TIMES:

Among the most disturbing political phenomena of our times is the emergence in the newly created state of Israel of the "Freedom Party" (Tnuat Haherut), a political party closely akin in its organization, methods, political philosophy and social appeal to the Nazi and Fascist parties. It was formed out of the membership and following of the former Irgun Zvai Leumi, a terrorist, right-wing, chauvinist organization in Palestine.

The current visit of Menachem Begin, leader of this party, to the United States is obviously calculated to give the impression of American support for his party in the coming Israeli elections, and to cement political ties with conservative Zionist elements in the United States. Several Americans of national repute have lent their names to welcome his visit. It is inconceivable that those who oppose fascism throughout the world, if correctly informed as to Mr. Begin's political record and perspectives, could add their names and support to the movement he represents. [See Note A]

Before irreparable damage is done by way of financial contributions, public manifestations in Begin's behalf, and the creation in Palestine of the impression that a large segment of America supports Fascist elements in Israel, the American public must be informed as to the record and objectives of Mr. Begin and his movement. [See Note B]

The public avowals of Begin's party are no guide whatever to its actual character. Today they speak of freedom, democracy and anti-imperialism, whereas until recently they openly preached the doctrine of the Fascist state. It is in its actions that the terrorist party betrays its real character; from its past actions we can judge what it may be expected to do in the future. [See Note C]

Attack on Arab Village

A shocking example was their behavior in the Arab village of Deir Yassin. This village, off the main roads and surrounded by Jewish lands, had taken no part in the war, and had even fought off Arab bands who wanted to use the village as their base. On April 9 (THE NEW YORK TIMES), terrorist bands attacked this peaceful village, which was not a military objective in the fighting, killed most of its inhabitants "240 men, women, and children" and kept a few of them alive to parade as captives through the streets of Jerusalem. Most of the Jewish community was horrified at the deed, and the Jewish Agency sent a telegram of apology to King Abdullah of Trans-Jordan. But the terrorists, far from being ashamed of their act, were proud of this massacre, publicized it widely, and invited all the foreign correspondents present in the country to view the heaped corpses and the general havoc at Deir Yassin.

The Deir Yassin incident exemplifies the character and actions of the Freedom Party.

Within the Jewish community they have preached an admixture of ultranationalism, religious mysticism, and racial superiority. Like other Fascist parties they have been used to break strikes, and have themselves pressed for the destruction of free trade unions. In their stead they have proposed corporate unions on the Italian Fascist model.

During the last years of sporadic anti-British violence, the IZL and Stern groups inaugurated a reign of terror in the Palestine Jewish community. Teachers were beaten up for speaking against them, adults were shot for not letting their children join them. By gangster methods, beatings, window-smashing, and wide-spread robberies, the terrorists intimidated the population and exacted a heavy tribute.

The people of the Freedom Party have had no part in the constructive achievements in Palestine. They have reclaimed no land, built no settlements, and only detracted from the Jewish defense activity. Their much-publicized immigration endeavors were minute, and devoted mainly to bringing in Fascist compatriots.

Discrepancies Seen

The discrepancies between the bold claims now being made by Begin and his party, and their record of past performance in Palestine bear the imprint of no ordinary political party. This is the unmistakable stamp of a Fascist party for whom terrorism (against Jews, Arabs, and British alike), and misrepresentation are means, and a "Leader State" is the goal.

In the light of the foregoing considerations, it is imperative that the truth about Mr. Begin and his movement be made known in this country. It is all the more tragic that the top leadership of American Zionism has refused to campaign against Begin's efforts, or even to expose to its own constituents the dangers to Israel from support to Begin.

The undersigned therefore take this means of publicly presenting a few salient facts concerning Begin and his party; and of urging all concerned not to support this latest manifestation of fascism.

As far As I can tell the below is a true quote as well

“The two great Semitic peoples,” he said, “have a great common future.” If the Jews did not assure that both sides lived in harmony, he warned friends in the Zionist movement, the struggle would haunt them in decades to come. 78 Once again, he was labeled naïve.”

I really don't see how the one state solution he favored was going to work, (easy for me to say, we already know it failed), considering the first attack by Arabs on a not even finished Israel:

I'm no Einstein, but that was not an auspicious start; though prescient indeed.

— Ayn Rand
Ayn Rand always gets me
rambling ...

Communism puts the STATE in place of God. and since the state isn't God it cannot grasp the idea of Unity, Diversity in Freedom set in the frame of realities boundaries.
God created an ecosystem were there are a multitude of kinds of flowers, birds, fish, all working freely in combination with bees, bacteria, crabs, trees, grasses bears etc. Creating living thriving cycles.
in a FIXED framework/stage were Air, Water, Gravity, light, gender, physics (+ for humans Morals) all creates boundaries where all the diversity can work out the various details.

Freedom & diversity within God given boundaries.

What all -isms- claim to point to are some aspect of life that everyone aspires too. But they often OVER focus on one or 2 areas and think that others areas should be sacrificed... for the greater good... .
Communism isn't popular because of it's bad aspects or outcomes, it's popular because it promises a good. That everyone will be "taken care of".
Surveillance isn't allowed or embraced because people like it but because it promises people safety.
Racism isn't always embraced because people 'hate' those who are different/diversity, it's but because it strokes people's egos, plays on our needs for the familiar & promises people safety.
Hedonism isn't always embraced because people 'hate' boundaries, many are searching for fulfillment socially, physically & through mind trips via drugs and drink.

etc etc

All the tracks are in some way spiritual tracks where people are , as the Bible says "drawn away by our own lust/desires and enticed".
And where people are looking at what their natural inclinations lead them to when looking for the greater good.

Some people generally think UNITY and CONFORMITY are the the foundations of prosperity. The more unity and conformity the better. The more rules the better. ... sometimes it's expressed in gated communities where folks can't even paint their mailbox without permission. Or even in a sense that a nation should be more like the military everyone should conform to the leadership and obey or are force to obey, jailed or cast out.

Other people lean towards more FREEDOM. & the idea that Expressions of group & individual uniqueness are the greatest aspects of humanity to the point of thinking they can be any gender they want, there are no boarders, that they can live any way they want, and there should be no real consequences. Where sameness is considered is boring, oppressive & anti human.

Ayn Rand's spin was that she thought the individual uniqueness of those who are best able to harness aspects of physical reality are the best of humanity. without regard to any community other than those who contribute to survival & progress. Everyone else are supposed to say thank you & or STHU & stay out of the way of those who do. And no one should help anyone except on the basis of merit or potential merit or cash payment.

But it seems to me God created a world of freedom, diversity & integrated unity in a framework of physical, mental, moral & spiritual boundaries.

Political tags - such as royalist, communist, democrat, populist, fascist, liberal, conservative, and so forth - are never basic criteria. The human race divides politically into those who want people to be controlled and those who have no such desire.

You can sway a thousand men by appealing to their prejudices quicker than you can convince one man by logic.

Secrecy is the keystone to all tyranny. Not force, but secrecy and censorship. When any government or church for that matter, undertakes to say to its subjects, "This you may not read, this you must not know," the end result is tyranny and oppression, no matter how holy the motives. Mighty little force is needed to control a man who has been hoodwinked in this fashion; contrariwise, no amount of force can control a free man, whose mind is free. No, not the rack nor the atomic bomb, not anything. You can't conquer a free man; the most you can do is kill him.

Our liberty depends on the freedom of the press, and that cannot be limited without being lost.

....

No experiment can be more interesting than that we are now trying,
and which we trust will end in establishing the fact, that man may be governed by reason and truth.
Our first object should therefore be, to leave open to him all the avenues to truth.
The most effectual hitherto found, is the freedom of the press.
It is, therefore, the first shut up by those who fear the investigation of their actions.

Thomas Jefferson

https://www.azquotes.com/picture-quotes/quote-the-government-s-power-to-censor-the-press-was-abolished-so-that-the-press-would-remain-hugo-black-59-87-44.jpg

The Government's power to censor the press was abolished
so that the press would remain forever free to censure the Government.
The press was protected so that it could bare the secrets of government
and inform the people. Only a free and unrestrained press can effectively expose deception in government.
....

Freedom to publish means freedom for all and not for some.
Freedom to publish is guaranteed by the constitution but freedom to continue to prevent others from publishing is not.

....

The Press was protected so that it could bare the secrets of the government and inform the people. Only a free and unrestrained press can effectively expose deception in government. And paramount among the responsibilities of a free press is the duty to prevent any part of the government from deceiving the people.

....

The First Amendment's language leaves no room for inference that abridgments of speech and press can be made just because they are slight. That Amendment provides, in simple words, that "Congress shall make no law . . . abridging the freedom of speech, or of the press." I read "no law . . . abridging" to mean no law abridging.

....

The word 'security' is a broad, vague generality whose contours should not be invoked to abrogate the fundamental law embodied in the First Amendment. The guarding of military and diplomatic secrets at the expense of informed representative government provides no real security

....

It is my belief that there are "absolutes" in our Bill of Rights, and that they were put there on purpose by men who knew what words meant and meant their prohibitions to be "absolutes."

....

The press was to serve the governed, not the governors.

“There is no such thing… in America, as an independent press. You know it and I know it.
There is not one of you who dares to write your honest opinions, and if you did, you know beforehand that it would never appear in print.
I am paid weekly for keeping my honest opinions out of the paper I am connected with…

The business of the Journalist is to destroy truth;
To lie outright;
To pervert;
To vilify;
To fawn at the feet of mammon, and to sell his country and his race for his daily bread.

You know it and I know it and what folly is this toasting an independent press?
We are the tools and vassals for rich men behind the scenes.
We are the jumping jacks, they pull the strings and we dance.

Our talents, our possibilities and our lives are all the property of other men.
We are intellectual prostitutes.”

...Private capital tends to become concentrated in few hands, partly because of competition among the capitalists, and partly because technological development and the increasing division of labor encourage the formation of larger units of production at the expense of smaller ones. The result of these developments is an oligarchy of private capital the enormous power of which cannot be effectively checked even by a democratically organized political society. This is true since the members of legislative bodies are selected by political parties, largely financed or otherwise influenced by private capitalists who, for all practical purposes, separate the electorate from the legislature. The consequence is that the representatives of the people do not in fact sufficiently protect the interests of the underprivileged sections of the population. Moreover, under existing conditions, private capitalists inevitably control, directly or indirectly, the main sources of information (press, radio, education). It is thus extremely difficult, and indeed in most cases quite impossible, for the individual citizen to come to objective conclusions and to make intelligent use of his political rights.

Excerpt from the book 1984

... There will be no loyalty, except loyalty towards the Party. There will be no love, except the love of Big Brother. There will be no laughter, except the laugh of triumph over a defeated enemy. There will be no art, no literature, no science. When we are omnipotent we shall have no more need of science. There will be no distinction between beauty and ugliness. There will be no curiosity, no enjoyment of the process of life. All competing pleasures will be destroyed. But always -- do not forget this, Winston -- always there will be the intoxication of power, constantly increasing and constantly growing subtler. Always, at every moment, there will be the thrill of victory, the sensation of trampling on an enemy who is helpless. If you want a picture of the future, imagine a boot stamping on a human face -- for ever.'

He paused as though he expected Winston to speak. Winston had tried to shrink back into the surface of the bed again. He could not say anything. His heart seemed to be frozen. O'Brien went on:

'And remember that it is for ever. The face will always be there to be stamped upon. The heretic, the enemy of society, will always be there, so that he can be defeated and humiliated over again. Everything that you have undergone since you have been in our hands -- all that will continue, and worse. The espionage, the betrayals, the arrests, the tortures, the executions, the disappearances will never cease. It will be a world of terror as much as a world of triumph. The more the Party is powerful, the less it will be tolerant: the weaker the opposition, the tighter the despotism. Goldstein and his heresies will live for ever. Every day, at every moment, they will be defeated, discredited, ridiculed, spat upon and yet they will always survive. This drama that I have played out with you during seven years will be played out over and over again generation after generation, always in subtler forms. Always we shall have the heretic here at our mercy, screaming with pain, broken up, contemptible -- and in the end utterly penitent, saved from himself, crawling to our feet of his own accord. That is the world that we are preparing, Winston. A world of victory after victory, triumph after triumph after triumph: an endless pressing, pressing, pressing upon the nerve of power. ...

Churchmen are quick to defend religious freedom; lawyers were never so universally aroused as by President Roosevelt's Court bill; newspapers are most alert to civil liberties when there is a hint of press censorship in the air. And educators become perturbed at every effort to curb academic freedom. But too seldom do all of these become militant when ostensibly the rights of only one group are threatened. They do not always react to the truism that when the rights of any individual or group are chipped away, the freedom of all erodes.

"I perceive two fundamental difficulties with a narrow reading of the Press Clause.

First, although certainty on this point is not possible, the history of the Clause does not suggest that the authors contemplated a “special” or “institutional” privilege. . . . Most pre-First Amendment commentators “who employed the term ‘freedom of speech’ with great frequency, used it synonymously with freedom of the press.” . . .
Those interpreting the Press Clause as extending protection only to, or creating a special role for, the “institutional press” must either
(a) assert such an intention on the part of the Framers for which no supporting evidence is available . . . ;
(b) argue that events after 1791 somehow operated to “constitutionalize” this interpretation . . . ; or
(c) candidly acknowledging the absence of historical support, suggest that the intent of the Framers is not important today. . . .

The second fundamental difficulty with interpreting the Press Clause as conferring special status on a limited group is one of definition. . . . The very task of including some entities within the “institutional press” while excluding others, whether undertaken by legislature, court, or administrative agency, is reminiscent of the abhorred licensing system of Tudor and Stuart England—a system the First Amendment was intended to ban from this country. . . . In short, the First Amendment does not “belong” to any definable category of persons or entities: It belongs to all who exercise its freedoms."

Chief Justice Warren Burger, who wrote in response to the press-as-institution view:

"Across a century-plus of cozy courtship, the federal regulators have nearly married the regulated, especially in health care. Today, private industry uses its political influence to control decision-making at regulatory agencies, law enforcement entities, and legislatures.

Kennedy is right: All three of the principal health agencies suffer from agency capture. A large portion of the FDA's budget is provided by pharmaceutical companies. NIH is cozy with biomedical and pharmaceutical companies and its scientists are allowed to collect royalties on drugs NIH licenses to pharma. And as the former director of the Centers for Disease Control and Prevention (CDC), I know the agency can be influenced by special interest groups.

But it doesn't stop in the health agencies: the U.S. Department of Agriculture is a captive of industry, too. Created to help the family farmer and to ensure a wholesome food supply, today the agency often favors large corporations over the interests of small farmers and the public's health."
