1. Police are not resting, they are actively looking for terrorism.
2. They need to keep busy, and on their toes, in big cities.
3. Where islamic populations are higher.
4. Some civil liberities are being trampled upon in order to catch the trouble makers.
5. Its a sign of the times.

Did you read the article? Had nothing to do with terrorism, rather targeting minorities. Brought up was 'stop & frisk' which New York implemented in mid 90's to cut down on crime, with success.
