So why cant he cut the waste in every other department. He could probably shrink the size of government and pay off the national debt if he did it.

The Secretary of Defense (a Bush holdover) recommended most of the program cuts, and the base closures were passed in 2005.

But, if he's in the cut-wasteful-spending mode, I've got a handful of agencies he can get rid of, wholesale.
