I'm guessing this whole interview has been taken pretty much out of context. Its pretty clear Reid was talking about the differences between one's money being taken by the government without any involvement by the taxpayer vs filing one's own taxes and determining your own deductions.
And as such, he's using the same definition of voluntary that the IRS itself uses:
Voluntary "refers to our system of allowing taxpayers to determine the correct amount of tax and complete the appropriate returns, rather than have the government determine tax for them," the IRS declares in a statement.

Still its a stupid line of discussion for a politician to pursue. While we don't force you at gunpoint to pay your taxes immediately. We will come at gunpoint later on to toss you in prison if you purposely avoid paying them. Ask Wesley Snipes. ;) But I guess thats a voluntary choice he made to listen to bad advice. :laugh2:

Thats the kind of logic they use where I live when people complained about the school system requiring students to perform a set number of hours performing community service in order to graduate....they said it was voluntary because you can CHOOSE when you want to do your time as a slave to the community...:lol:
