I have my popcorn ready. California is a product of leftwing philosophy, and is a microcosm of what total leftwing control under Abomination & The dem controlled congress will bring to the entire country.
A Carter once a generation is a necessary evil to teach nitwits that socialists and their policies won't fill your tank and pay your mortgage.

Reporting from Sacramento -- The state will suspend tax refunds, welfare checks, student grants and other payments owed to Californians starting Feb. 1, Controller John Chiang announced Friday.
Chiang said he had no choice but to stop making some $3.7 billion in payments in the absence of action by the governor and lawmakers to close the state's nearly $42-billion budget deficit. More than half of those payments are tax refunds.
The controller said the suspended payments could be rolled into IOUs if California still lacks sufficient cash to pay its bills come March or April.
"It pains me to pull this trigger," Chiang said at a news conference in his office. "But it is an action that is critically necessary."
The payments to be frozen include nearly $2 billion in tax refunds; $300 million in cash grants for needy families and the elderly, blind and disabled; and $13 million in grants for college students.
Even if a budget agreement is reached by the end of this month, tax refunds and other payments could remain temporarily frozen. Chiang said a budget deal may not generate cash quickly enough to resume them immediately.
Not all payments will stop Feb. 1. Most school and healthcare programs will be paid, as required by state and federal law. The state will continue to pay more than $6.6 billion in such bills.
And Los Angeles County officials said they would cover welfare payments to more than 500,000 local recipients -- for now.

Liberals keep voting for liberals. In blue states like CA, all that matters to most voters is if the candidate has a "D" at the end of their name

When I was straightening out my taxes because of my ex-wife I got back 5 years of refunds at one time from the fed and 3 years from California. I called to ask the FTB about the other 2 years and they told me I was lucky I got back what I did and to just go away. That's what the woman literally told me.

I was so floored by her response I did actually just walk away. It was about my 3rd or 4th call by that point. It got back close to $30k between the 2 already so I was feeling pretty good about it. I had to educate the people at the IRS to get my money from them. I had to give them their own codes and explain the codes to them.

THAT is why I take ALL THE DEDUCTIONS I can possibly take - I'd rather hold a bit of the Govt's money and write them a check, than for them to use (or in this case, KEEP) MY money, interest free, only to "do me a favor" and give it back later.

Uh, that's illegal. If the government ever did that to me, I'd take them to court. It's flat out theft. It's the same as if you hand the cashier a $20 for a $5 item, and she tells you she's just going to keep the whole $20 because the business is struggling.

Hopefully, someone in CA files a lawsuit.

I doubt if any Judge would even hear the case
We are talking about the mega blue state of CA

I've been doing that for years..luckly I haven't had to pay yet..

Liberals vote for liberals based on what they promise, not on what they accomplish.
Again and again.
If they took a moment to check what the lib politicians actually delivered, California would have conservative government in a week.
But that's the one thing liberals never.... never.... do. They consider their ideology far more important than actual results.
The result is, inevitably, what you see in California today:
* Massive spending and the highest tax burden in the country, which nonetheless results in the biggest debt by any state in the history of the United States, and greater than that of many entire countries large and small.
* Failing public schools that look more like war zones than educational institutions.
* Useless "public transportaion" projects that absorb 25% of the transportation budget while servicing less than 1% of people who need transportation.
* Energy policies that cause prices to soar while the lights go out all over the state nearly every summer.
* Hospitals going bankupt right and left, depriving communities of health care at any price while being required to serve more and more nonpaying patients.
* Wishfully-named "sanctuary cities" that promise to disobey and violate federal immigration laws, while their citizens are increasingly assaulted, robbed, raped, and even murdered by foreign criminals walking free within city borders, whom the Federal law wanted deported.
It is not what they promised Californians, but it is what they wound up delivering.
Yet the liberals remain convinced that their ideology will somehow bring greater peace and prosperity to the places that practice it. Mostly because they don't dare look at their actual results.
Forty years ago California none of the above things were so, and the state was actually a pretty nice place to live. But they started electing liberal politicians to city and state governments, and then giving them solid majorities in legislative and regulatory bodies. The state has changed since then, to almost third-world-country status
Now the liberals have solid majorities in the NATIONAL government legislative bodies, and in the highest office in the land. And once again, they are promising they will change, the country this time. "Change you can believe in" is what they are promising.
Unfortunately, I believe them.
