It would've been much better if Bush had simply packed up and left for Texas after the electoral college did its thing. More than a thousand pairs of footwear were thrown by protesters marching down Whitehall. A firework was also set off metres from the Downing Street gates.

Not so. The date has already been moved up from March. The extra time is needed. Just look at the 2000 election.

There is also time needed for the new Congress to select a President and/or Vice President should the electoral college fail to choose one. They only have two weeks time to do that as it is. Selection of a President or Vice President doesn't require a simple majority of those present in Congress. To win the presidency, you must win the majority of state delegations in the House. This means if 24 state delegations vote for candidate A, 25 state delegations vote for candidate B, and 1 state delegation is split 50/50 and hence does not vote - no President is selected, and re-vote until 26 state delegations all choose the same guy. In the Senate - a majority of Senate seats must pick the new VP - if the vote is 50-49 - no VP is selected. If the vote is 50-50, no VP is selected. The winner must have minimum 51 votes no matter what the other 49 do.

So selecting a President/Vice President in the Congress could potentially be a lengthy process involving tons of back room dealing and compromising.
