The proverb's allusion to winking signifies those who conspire to do harm to others (by winking to each other as a signal). As the article states, winking has many meanings in different cultures. Whatever Gov. Palin may mean by it, I'm sure it has nothing to do with conspiring to do personal harm to others.

Gab, there are only two governments in the world that I know of that have "democracy" as their form of government. Do you know which ones? HINT...the USA ain't one of em. :poke:
