I seem to recall thinking at the time, what the hell is a guy who is paralyzed from the neck down doing driving? I also recall wondering why he, who has been a paraplegic since a car accident when he was 16 didn't know better that to drive drunk.

1) I think Senator Biden addressed the state senator and didn't know about his condition.

2) As far as I am concerned he handled the issue quite well, when he realized Senator Graham's handicap by asking everyone else to stand up for him.
