Why is Mexico so corrupt? Because the drug lords have more money to spend than the government. The police often have two choices -- do their jobs for a meager salary and the threat of being killed, or cooperate with the drug lords for a lot more.

Mexico has always been corrupt since back when the Spainards were exploiting it's resources in the 1600s. It's been going on for so long I don't think they know of any other way.
