All items not produced in your state would be taxed at 7% import tariff.
Factories pay no taxes to the state and may get state provided land and resources to establish necessary power/sewer lines etc. but must pay import fees for raw materials not from the state.
Workers for the factory, lets say Hewlett Packard, are hired at Kelly Girls temporary employment service. All must have a college 2 year degree and all must start at minimum wage.
Factories increase wages based on performance and timely work habbits to middle class wage and then select the best 15% of the employees as direct hire with negotiated benefits.
